Carr did have test pilot experience though, while Lousma did not - and that was something Slayton always valued in his crew selections. I don't think seniority between Carr and Lousma was much of a factor either, as it never appeared to with Slayton before. If Conrad was happy with Carr's job suppoting Apollo 12, and then his work when he moved over to Skylab it likely helped. In additions to Slayton's thinking, Pete Conrad at that point was Skylab branch chief and his opinion probably factored into Slayton's decisions.
